Recently, the program "Oriental Horizon" on CCTV's 13th channel interviewed Professor Zhang Zhongfang,Dean of the School of Public Financeand Public Administration and Director of the Medical Security Research Center at our university, regarding the interpretation of the "medical insurance family mutual assistance" policy. The program is also broadcasted on the CCTV program “Focus On”.

The report pointed out that from January to September this year, the amount of mutual assistance in employee medical insurance personal accounts reached 30.5 billion yuan. Eighteen provinces and half of Sichuan's overall planning areas further expanded the scope of mutual assistance to include close relatives, while 29 provinces and the Xinjiang Production and Construction Corps have achieved cross-regional mutual assistance in employee medical insurance personal accounts within the province.When talking about how to understand "medical insurance family mutual assistance" and what expenses can be paid, Zhang Zhongfang said in the interview that many young and middle-aged insured persons have relatively large accumulated funds in their personal accounts, while among family members, especially the elderly, there are relatively more chronic diseases and medical visits, and in addition to reimbursement, the personal burden is relatively heavy.If the accumulated surplus funds in the personal accounts of family members can be used for other members, it also improves the level of medical security.

Regarding the topic of whether family members can achieve cross provincial mutual assistance through medical insurance personal accounts, Zhang Zhongfang stated in the interview that this is a very convenient measure and also responds well to people's livelihood concerns.If the medical insurance family mutual assistance system is expanded to cross regional pooling areas, and even cross provincial mutual assistance, it can further improve the effectiveness of the medical insurance family mutual assistance policy.

中央电视台《东方时空》栏目采访张仲芳教授

近日，中央电视台十三套《东方时空》栏目就“医保家庭共济”政策解读采访我校财税与公共管理学院院长、医疗保障研究中心主任张仲芳教授。该节目也在中央电视台《共同关注》栏目播出。

　　报道指出，今年1-9月，职工医保个人账户共济金额达到305亿元，18个省份及四川半数统筹区进一步扩大共济范围至近亲属，29个省份及新疆生产建设兵团已实现职工医保个人账户省内跨统筹区共济。在谈及如何理解“医保家庭共济”和可支付哪些费用时，张仲芳在采访中表示，很多青壮年参保人个人账户的累计资金是比较大的，而在家庭成员中，尤其是老年人，慢性病和就诊次数相对较多，在报销之余，个人负担相对比较重。如果能够把家庭成员里面个人账户的累计盈余资金用于其他成员，同时也提高了医疗保障水平。

　　关于家庭成员能否实现医保个人账户跨省共济这个话题，张仲芳在采访中表示，这是一个很好的便民措施，也很好地回应了民生关切。如果把医保家庭共济这个制度扩大到跨统筹区，甚至能够跨省共济的话，就能够进一步来提高医保家庭共济政策的功效。
